Frontend not rendering.

Hi everyone, I'm new to Oxygen. Looks like an ideal solution. But...

I have templates up and running on the backend, but no styling is applied to the frontend at all. I've followed the tutorial videos and read through troubleshooting posts.

I'm on PHP 7.x. I've regenerated CSS, signed shortcodes, flushed permalinks, etc... I've disabled all cache and optimization-related plugins. I've also performed a couple of installs.

I have a "catch all" template set. But no matter what page I view, there is zero styling. See images for reference.

I am on SiteGround's Google Cloud Hosting.
