SNAC is currently on v1.42.2, and upgrading to 3.x would be helpful for security and performance.

Update the following dependencies.

twig/twig to ^3.0
jasny/twig-extensions to ^1.3

Remove the following incompatible dependencies

phpdocumentor/phpdocumentor
twig/extensions

Also need to:

Update deprecated Twig syntax in SNAC.
Remove gitlab CI calls to phpdocumentor

We could consider adding the twig/string-extra package to get [string methods] (https://symfony.com/doc/current/components/string.html), if we decide that would be useful.
