Occupations without Term cause Publish to error out.

Subjects, occupations, or functions with a blank term field break Constellation Publish. If one exists the Constellation will still save and publish but will fail to upload to ES and Neo4j indices.

We need to validate term field is not empty on save, or check for null values in ElasticSearchUtil's writeToNameIndices(), or both.
