View and edit current and past inventory datapoints

As a(n) Inventory Manager & Sector Expert and System Administrator
I want to (be/be able to) view and edit current and past inventory datapoints including those flagged for checking.
So that I can ensure inputs in the database are correct and respond to flags for checking.

Acceptance Criteria

• Can view and edit only the datapoints for the sectors user has view access to
• Is not provided with options to edit data to which user does not have edit access
• Can view and edit overwritten data points and see highlighted differences
• Can view, edit and filter flagged datapoints, comments and review history
• Can view, edit assumptions/justifications associated with datapoints/data series/categories
• Can edit assignment/mapping to output nomenclatures (e.g. IPCC)
• Time, date (other data to be defined) of edit is logged
