Set-up/edit output nomenclatures and flag improvements

As a(n) Inventory Manager; Sector Expert
I want to (be/be able to) set-up/edit output nomenclatures (i.e. IPCC categories) and flag improvements
So that The inventory manager can define and assign to Sector Experts the output aggregated IPCC categories/variables required for reporting and highlight where improvements are needed.

Acceptance Criteria

• The Inventory Manager can assign categories to Sector Experts.
• The inventory manager can flag and make notes on categories where improvements are needed and agreed
• Sector Experts can view assigned categories filter new and commented categories and comment on flagged categories to accept and document and/or deny and document improvement suggestions.
