Add options to display the state of a vote

On a given vote, each member will either vote for, against, or abstain (or not be there, whatever).
There could be a global toggle to go in vote mode.
That option would add a bar in each party options div to specify the number of members for each of these categories, which will override the party border color and thickness (the thickness and colors would be set as new global options), and the members voting for would get a green border, against a red border, and abstain in grey.
There could be another global tweakable enabled by this option, to choose whether to group people by position then by group, or by group then by position.

Would not require any change to parliamentarch.
