In practice, there would be a special bookmarks folder that would be displayed in the bookmarks toolbar.

I previously commented on this topic on BBS (gemini://bbs.geminispace.org/s/Lagrange/22207):

The options for accessing your bookmarks are the sidebar, the menubar, and lookup results in the navbar.

In general, I am against adding bars that eat up vertical space in the UI, and also implementing multiple different ways to do the same thing is not a great use of limited time and resources.

That said, a "favorites bar" could be implemented as a specialized second menubar, so might be feasible but not high priority.
