Only administrators can view subsites in subsites admin section

There is a permission "Access to 'Subsites' section" - but giving that permission to users does not let them see subsites or domains. They can see the subsites section but no items within that section.

Options

1. Allow users with the "Access to 'Subsites' section" permission to see subsites and domains
2. Remove that permission, and only allow admins to view the subsites section

Additional considerations

• The above talks about viewing - but who should be allowed to create/edit subsites and domains?
  • Current canEdit() returns true for everybody for subsites.
