Flag cases where an Import record is blocked by Entry missingness status

This is an update_visit_data issue - the issue can be raised from there, or elsewhere. In my image of the pipeline, there's no reason for an Import record to ever be blocked by missingness -- such a record should be excluded in either Import or Entry, but it shouldn't be disregarded.

We've had a bunch of Stroops, and now one Duke YR1; there could be others.
