Select area and apply effect to inverted selection #718

I often take screen shots of a large section of UI and want to highlight an area of importance. The best way to achieve this is to select the area to highlight and shade/filter/etc the inversion of this selection.

If the tools had a inverted mode for the rectangle selection and perhaps some of the other tools that would be ideal.
