feat: Make it possible to use the platform-provided networking apis

This basically means providing some API hooks that can be filled by the Flutter Engine so that we can use the same networking stack as the rest of the system uses, rather than Rust's.

This would allow large customers with custom networking integrations to make sure that our updater requests flow through the same.
