feat: users would like better insight into if their patch is applying

Right now it's hard to know as a developer when you send out a patch if it's being taken up by users or not. We only report success and (crash) failures.

I filed shorebirdtech/updater#105 about the hash-mismatch failure being invisible to the console, but there maybe other types of failures we're not tracking.
