切换控制台代码页为65001(UTF-8)，编译失败 #116

问题描述
当控制台使用默认代码页936（GBK）时，输出信息中的路径名的中文部分为乱码。如果将代码页设置为UTF-8（chcp 65001）后，输出信息能正常显示，但是编译无法通过。
可能是某些模块不支持UTF-8编码？

编译平台
Windows 10 x64 1809 17763.195
MiKTeX-pdfTeX 2.9.6870 (1.40.19) (MiKTeX 2.9.6880 64-bit)
