Hit on Settings icon in the header > strange dash (line) appears and empty field under the icon

After hitting User settings icon it looks weird. Is it ok?

Hit on User settings > User menu field appears. There's unnecessary space above and below.

• Hit on User settings
• User menu field appears
• hit on other empty space of page
  actual result: nothing happens
  expected result: User menu field closes
