Only include jdk9 in paths when on Scala 2.12 #9

This is required to make crossbuilding work such that 2.11 builds can work, and when on 2.12 the build would include the JDK9 stuff

It looks like it doesn't harm to perform the sbt-multi-release-jar actions when targeting scala 2.11 / jdk8, even though running the build itself on scala 2.12 / jdk9 / sbt1
