we should be able to specify that we want to keep all backups of a particular time frame.

we should be able to specify this as:

preserve: *y 12m

which would signify keeping all yearly and 12 monthly backups.

I believe it doesn't make sense to allow an infinite timeframe longer than a finite timeframe in a policy, so this should be treated as invalid.
