Uranium Waste can be added with no recipe

If you add a recipe that uses Uranium Waste as a dependency, you will be a broken state, as it adds the product with no recipe, instead of adding a nuclear power plant (The only way to create Uranium Waste).

To reproduce:

1. add Plutonium Pellet as a product
2. in the satisfaction section, click `+ product' next to Uranium Waste:
