The term 'University' in Terms of Use does not apply to all users #354

The "Terms of Use" form and "Content Submission Terms" partial uses the literals "University" and "University Library". This may not apply to all institutions that will use Curate. While this should be overridden with the user's own legal terms anyway, there should also be a configurable institution type in Curate so it's consistent with the existing templates.
