custom error/access log does not create folder on filesystem #262

it seems if a custom error and access log for a vhost is created via pillar, the corresponding folder is not created on the filesystem and because of this an apache reload/start does not work. not sure if this is wanted? The manual creation of the log folder and apache restart fixes the problem.
