Names in RuleMetaData.xml should be more expressive.

Resolutions should contain urls explaining the warning because Visual Studio Front end does not resolve resolution urls correctly. e.g. link for IC0001: https://github.com/rubicon-oss/InjectionCop
/wiki/Installation/IC0001
