Please describe why this package is not eligible for Fedora?
Not eligible for Fedora as it is an emulator that requires a non-free binary blob to be useful. I believe the software itself would fall under RPMFusion's free classification.

Yes, GPLv3.

Is this software an alternate version of a Fedora provided package?
No.
