Infinite "importing..." message

Steps:

1. In mail UI choose "Import messages"
2. Do not select any files for upload (use Cancel on file selector popup)
3. Click Upload button.

Observe infinite "Importing..." message.

I don't really like this solution.

1. It works different than upload form for attachments and photos.
2. When I see the alert and click OK button import form will disappear, this is not what I'd expect.

I propose to remove the alert and just hide the form. See also #1486318.

Consistently display an alert message for empty file uploads (in mail, compose and address book import). Changed in commit 08da302.
