Double-clicking is just a shortcut. I agree that it would be nice to copy the address to the last selected field but showing a dialog doesn't sound like a useful addition to me. If To: isn't what you want, there are still the buttons in the list footer to click.
Regarding the "selected input field": that may have lost focus some clicks ago. At latest when one actually double-clicks the contact in the widget. We therefore need to keep track of the "last selected" field internally. That could be achieved with reasonable effort.

A double click on an addressbook item in compose screen always fills the TO input field. IMO it should fill the selected input field (TO, CC or BCC).
If you don't like the idea to fill the selected input field (field that has the focus) there should be a dialog where selection goes to.
