The older releases of this have apk, although it's not working, YMMV, It's called weird debug-app instead Wifi-QS and the tile doesn't turn on or off wifi for me (Android 13, Pixel), it only shows the connection status of Wifi network.

If I understand correctly this works without root and adb. Maybe it's the new version that works but there is no apk and I don't know how to compile. Maybe some volunteer could that that.

Nevermind, the tile started to work. Not sure what I did, but I was poking around in the tethering / wifi / data connection settings because that is what I was messing with.
One day later I see the QS Wifi tile works and let's me turn on and off wifi.
