I think debug is more convenient with visual studio IDE.

Ah, might be, our current platform is just linux, so...
but yes, it should not difficult to support windows.

Is it supporting window10 now?
I have run ECO-tracker on vs2017 with opencv3.4.5. You can try to build it via cmake.
