Add chart import capability to gui

Currently installing charts requires converting the chart using the freeboard-installer, then copying the zip file to the freeboard server and unzipping into the correct directory.

There are a number of things that can make this difficult and fail, so we need a gui sreen in freeboard that can import and deploy the zip file created by the freeboard-installer.
That would make the import easier and more reliable.
