Release on PyPI

Should add this to PyPI so that it can be more easily installed, i.e.

> pip install hydrad_tools

rather than all of the GitHub, virtualenv stuff

Oh no! I wonder if we could negotiate with them for the name. It seems there's no actual code there and the GH links are all nonexistent.
