AKS Start Stop (preview)

In order to save some money while AKS' are not in use, can we install StartStopPreview feature on the subscription?
This is a feature, like Start-Stop buttons but it is not available as such yet, since it is in preview mode, and its scope is at the AKS level not at the subscription level. But it need to manually get registered at the subscription level in order to work.

seems like a good idea, but I'm not sure what clusters this would apply to. Our pre-prod never gets shutdown and our dev cluster shouldn't either (since we run 7x24 tests most of the time).

Individual clusters shouldn't be in our ngsa subscription (unless I'm missing something)
