This explanation of what an incident variant is has a Gunning-Fog index of 19, meaning that it's at the reading level of someone with a Master's degree. Per the recent think-aloud this makes it seem like it's a feature that regular users wouldn't have any reason to use, which I don't think is the case. I think it would help to have a simple one-sentence invitation to submit a variant, something like "Seen this happen? Submit a variant." We could of course also have the more formal definition, we would just need to make it clear to users why it might be relevant to them.
