The metadata_to_api script turns these into new lines with metadata_to_api.replace('<br>', ' \n \n', regex=True, inplace=True) https://github.com/resource-watch/data-team-tools/blob/master/metadata_to_api/contents/src/__init__.py#L24
metadata_to_api.replace('<br>', ' \n \n', regex=True, inplace=True)
but it seems like new lines are handled on import now.
