On my ThinkPad X1 Carbon, when I press Fn-L/M/H, the firmware changes the profile profile, and this is reflected in /sys/firmware/acpi/platform_profile. The old power-profiles-daemon would monitor this file and update its state based on it. It seems this is missing from tuned.

Good catch! If the monitoring of the file is to be added to tuned-ppd, we should discuss how exactly tuned-ppd will react. I believe the only sensible solution is to switch the rest of the profile as well. In other words, the keyboard shortcuts will serve as an alternative way to switch between PPD profiles. If I understand correctly, this is what power-profiles-daemon does, too.
As a user, I think that this would be the expected behaviour. Changing the profile through the keyboard shortcut should just change the whole tuned profile.
