[RFE] Update Contributing and Container Orchestration Files

Our contributing guidelines for the development setup is quite out of date. Additionally we're missing container compose bits for the quads-db container as well.

This issue tracks bringing in the container bits for quads-web into https://github.com/redhat-performance/quads/blob/latest/container/server/container-compose.yml and testing it (from our CI as that's up-to-date) as well as reviewing and updating the contributing documentation here: https://github.com/redhat-performance/quads/blob/latest/CONTRIBUTING.md#quads-development-setup
