Background context or User story:

See: https://github.com/reapit/foundations/pull/4170/checks?check_run_id=2594737783 Elements build is failing due to a missing cache file. Seems to relate to ezolenko/rollup-plugin-typescript2#232 but the workaround is not fixing. Have disabled build command for now so we don't block the pipeline but needs fixing ASAP so we can release Elements again db941e5#diff-3f3e878b7d370469e5d51d51672ef4a13414d55cfdc00a8991f314454138e3afR25
