Currently, the font size for titles seems to be depending on the current zoom level. So to make titles with the same font size you need to be at the same zoom level, and if you get it wrong, there's no way to fix it other than by redoing the title at a different zoom level. It would be nice to have some control over this.
My gut feeling says "it's done that way because there is no other direct control over font size in the program yet", but I could be wrong.
It's very easy to overengineer this, so how about a simple toggle between the current behavior and a user-defined default? Quick and dirty mockup:
