There is no way to remove Mica from the titlebars without disabling transparency, but I like transparency everywhere else. The Mica titlebars can look out of place with some programs, especially programs with menu bars like Notepad or VLC.
You can use something like MicaForEveryone/DWMBG/OpenGlass to disable Mica, but it seems counterintuitive to use a tool made to add transparency to instead remove it.
Mica titlebar enabled.
Mica titlebar disabled via transparency setting.
