Debian 11下编译的python包不能安装到Debian 12上

修改这里应该就可以了：https://github.com/radxa-pkg/mraa/blob/master/.github/container/Dockerfile#L1
另外测试一下python能不能用：https://forum.radxa.com/t/having-issues-with-mraa-on-rock-pi-s-latest-image/22707/4
