Ideally we would have a smooth R 4.3 -> R 4.4 transition.

Check distro & R version in workflow
13ed86d 
To make sure we are building the correct binaries for the repo.
This helps with #1. First try for Fedora 38.

With 13ed86d and 86b8d59 now we fail when R-devel is updated.

Not great, but much better than building the wrong binaries.
