Release Notes:

• add timestamp attributes to all jobs
• add timestamp attributes for tags created for tasks
• enable ttl for both jobs and tags tables
• expiration of 6 hours could be a conservative approach but I can see it being as low as 1 hour without it causing any issues
• disable the tags and jobs janitors
• use latest AMI image

Validations done:
Changes (except latest AMI image) were unit-tested and validated via, internal releases, v0.12.0-rc5 & v0.12.0-rc4
