除另有约定外，本意见各条款所涉及资金按年初预算安排发放，若超过年初预算，均按比例下调兑现标准。项目获国家、省、市扶持，上级要求区级配套的，本办法补助扶持视同配套。企业当年存在重大偷、骗税、骗取扶持资金行为的，存在安全生产、环保、质量等方面重大问题，发生重大刑事案件、劳资纠纷等群体性事件并负主要责任的，未完成节能减排等刚性目标任务的，取消本政策兑现资格。本政策执行期内遇到国家、省、市重大政策调整，按调整后的政策执行。原有政策与本政策不一致的，以本政策为准。</p><p
