根据《宁波市人民政府关于促进宁波股权投资持续高质量发展若干措施的通知》（甬政发〔2023〕79号）文件精神，为有效落实各项扶持政策，推动我市股权投资行业特色化、集聚化、规模化发展，制定本办法。</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 鼓励投早投小投科技。对投资本市初创期科技型企业满2年的股权投资机构，按照实际投资金额(限于货币出资)的10%给予奖励。</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 14px;text-indent: 2em;line-height: 税务总局关于延续执行创业投资企业和天使投资个人投资初创科技型企业有关政策条件的公告》（财政部 税务总局公告2023年第17号），应符合以下条件：</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 14px;text-indent: 2em;line-height: 1.75em;font-family: -apple-system-font, sans-serif;"><span style="outline: 0px;word-break: break-all;line-height: 1.5;color: rgba(0, 0, 0, 0.93);font-family: 微软雅黑, "Microsoft YaHei";">（1）接受投资时设立时间不超过5年（60个月）；</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 14px;text-indent: 2em;line-height: 1.75em;font-family: -apple-system-font, YaHei";">（2）接受投资时，从业人数不超过300人，其中具有大学本科以上学历的从业人数不低于30%；</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 14px;text-indent: 2em;line-height: 支持股权投资机构投资宁波。对当年实际投资本市非上市企业的投资金额超过1亿元(或等值外币)且投资1年以上的股权投资机构，每满1亿元给予一次性奖励100万元。</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: 14px;text-indent: YaHei";">第六条 打造资本、产业“生态圈”。鼓励股权投资机构将其投资的生态圈企业引进落户我市，落户企业3年内递交首次公开募股(IPO)申报材料的，给予股权投资管理机构一次性奖励300万元，企业上市成功后再奖励200万元；落户企业是上市公司的，给予股权投资管理机构一次性奖励500万元。股权投资管理机构在生态圈企业招引中起到的主要推动作用需经落户市级或区（县、市）有关部门认定。落户企业为境外上市的，需满足中国证监会对企业境外上市的有关规定。</span></p><p 鼓励投资机构规模化发展。对新设立、新迁入或注册在宁波的存续股权投资管理机构，实际基金管理规模首次达30亿元、50亿元、100亿元（或等值外币）的，分别奖励100万元、300万元、500万元。不同管理规模奖励从高、补差、不重复。自2025年1月1日起，对上一会计年度营业收入(含投资收益)达到2亿元(含)以上且同比增长10%以上，或利润总额达到1亿元(含)以上的股权投资基金（同一股权投资管理机构管理的基金产品独立核算），将其上一年度项目退出时产生的地方综合贡献度市级部分按80%的比例奖励给基金所在区(县、市)政府,其中对投资本市企业1亿元(含)以上的拨付比例最高可上浮至100%。</span></p><p 推动股权投资机构集聚发展。自2025年1月1日起，对建设股权投资创新发展示范区的区(县、市)，将辖内上一会计年度利润总额达到1000万元(含)以上股权投资机构的地方综合贡献度市级部分，按不低于80%比例奖励给区(县、市)政府，统筹用于扶持股权投资机构集聚发展。已享受第七条政策的股权投资基金，不重复享受。</span></p><p style="outline: 0px;word-break: YaHei";">2.符合申报条件的股权投资机构应按照本办法规定和具体申报通知要求，在规定时间内报送相关申请材料。涉及区（县、市）奖励事项的，由所属地方金融工作部门负责申报，报送前需经区（县、市）政府同意。</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128, 128);font-size: "Microsoft YaHei";">3.地方金融工作部门会同同级财政部门对股权投资机构报送的材料进行初审。市委金融办（必要时委托相关中介机构）对各单位报送的材料进行审核，提出支持对象及拟奖补资金并按规定向社会公示，公示期不少于5个工作日。</span></p><p style="outline: 0px;word-break: break-all;color: rgb(128, 128,
