Add status for indexing of search.quarkus.io

Add status for whether the last periodic indexing of quarkus.io and localized sites worked well.

The app automatically updates this issue depending on the result of indexing: quarkusio/search.quarkus.io#130

There's another issue for staging but I'm not sure we care about that one: quarkusio/search.quarkus.io#131

Where should I put this though? Platform?

I think we don't have a "infra" category right now, should we have one?

Ah sorry, thought it was the status report. I created the issues with the reporting account. Let's hope things go better.
