Feature Request: Language Master Pages #43

Given we have Pages for 2 locales 'de' and 'de-CH', I would like to be able to set one of those as language master:

Set 'de' as master for 'de' locales
Create a page in 'de' pagetree
If the page has no content in 'de-CH', a request to the page should return the 'de' content
if the page has content in 'de-CH', a request to that page should return the 'de-CH' content
In the 'de-CH' pagetree, pages that are shadowed by a 'de' master language page should be clearly indicated
