Customizable Upload/Download Speed for Specific IPs

Use case

I want the ability to lock a specific IP address from the Peers page. Specifically, I want to choose between all connected IPs and set upload/download speed limits for that IP. This feature should be accessible with a right-click option labeled "Upload/Download Speed" and should be applicable to specific torrents.
