py_inspect runs well on Win10, shows me the panes, documents etc of my app, while running the same app on Windows Server, the document component is either missing or just has text data

It would be nice to compare Inspect.exe behavior on both systems as well as UIAutomationCore.dll versions. Inspect.exe is a part of Windows SDK. I bet it is some difference in UIAutomationCore.dll which comes with pure OS. Not sure if it is possible to update UIAutomationCore.dll directly, I have no such experience yet.
