Description
The individual contract(s) which is signed with a company, organisation or individual that provides goods and services for the activity. This is only expected if the activity is at least in the implementation phase, and if the aid type is not budget support.

Questions

  1. Should we only look for contracts, and not "summary information about contract"?

2014 Index test
We are considering removing the second test (summary information about contract) and therefore requiring that the full contract is published. See also our proposals for sampling documents in #39.

I think both contracts and summary information should be looked for at this stage. Collection of more data about what IS being published is important, even if it doesn’t meet the highest standards of transparency. It is quite unlikely that many donors would be publishing full contracts (unless the world has changed radically in the last few months) but those who publish some summary information should be rewarded for the time being. Would it be possible to weight full contracts more heavily in the data test than summary information? Maybe 75%/25%? And of course with sampling information to draw on (see #39) we will be ensuring accuracy of tags also.

For 2014

The test will be altered to require either the contract (A11) or summary information about the contract (A06).

Notes

  • In future years, we would like to accept procurement and contract data in place of documents, once the OpenContracting standard is developed.
