As of now the scripts mainly includes the deployment of governance contracts for just the 1st version

Describe the Enhancement

Modify the scripts folder to include a Core/Comm-Like script structure where in we have the following

• Scripts for v2 and v3 deployments
• Separate file for passing important args for the governance contracts
• Adequate file structure and documentation in files.
