Make reprocess function fully work

We will want to reprocess data. It requires the database to be updated appropriately to trigger the scheduler or launcher. For ease of use, we can provide a list of filenames to reprocess and then let that trigger a reprocessing scheduler that updates the database appropriately. The alternative, which we want to avoid, is having to write a new script each time we want to reprocess an image.
