Access restrictions- terminology is confusing and inconsistent, i.e., "access" vs "restrictions"

Staff and users are often confused by the inconsistent use of terminology of the following terms
access
restrictions
restricted
conditions governing access
open vs closed

This will need to be discussed with ADAPT and Public Services to find consistency. We will add instructions later.
