Add documentation for requesting a Zoom Webinar from OIT #60

This was necessary in order to serve as a host for virtual conferences or summits (e. g. the Virtual Blacklight Summit 2020).

Further, this should include the following items:

Ensure that transcript generation for recording is enabled
Describe the differences between attendees, panelists, co-hosts, and hosts
Prescribe measures for restricting chat from attendees and restricting access to the Q&A
