I just received notice from the IL State Board of Elections that they will be replacing FTP access with a public directory on their website:
We have you identified as a user of our FTP site where Campaign Disclosure data can be downloaded. Please read below, as the method of accessing this data has changed.
The same data files are now available directly from our website at https://www.elections.il.gov/CampaignDisclosureDataFiles. Since these are available publicly, there will be no need to use a username or password. As before, each file will keep the same name each day. So, for example, if you’re automating the download of the “Candidates.txt” file each day, you’d simply use https://www.elections.il.gov/CampaignDisclosureDataFiles/Candidates.txt. The only real difference here is that instead of connecting via FTP, you will be connecting directly to a web link.
This new method of access is available now. We will be waiting until January 10, 2020 to remove access using the FTP method to allow our users time to modify any automated download methods.

I wonder if you might consider adding some guidance to people about how they can request access to the ISBE's FTP?
Alternatively, I wonder if it might be reasonably simple to sync their server to s3?
